are chan sites honeypots? under investigation?

I think certain chans being shut down due to CP are under investigation like this one chan called jailbaitschan.org. It was listed on topchan, but the website suddenyl dissapeared few months ago. So my question is has anyone been in trouble with the law for visiting jb related chans?

I believe JBChan was reported to IWF for CP, but I don't think any investigations came about it. Now JBChan has a banner at the bottom stating if they are on an international block list due to listings of CP
